Emergency Animal Care Response Fund

The Emergency Animal Care Response Fund was created by concerned animal welfare organizations in 2020 in response to the COVID-19 crisis. It was clear at the time that animal companions would be affected by the disruption caused by the pandemic, and emergency funding would be needed to support the shelters and foster families that would be caring for them immediately and under similar emergency circumstances in the future.

Charles Hibberd Bassett Senior Citizen Fund


The Charles Hibberd Bassett Senior Citizen Fund was established in 2014 by James Thomas (Tom) Bassett and his wife Silvia de la Garza. Their intent was to recognize the special interest of Charles Hibberd Bassett in the welfare of senior citizens of the Village of Owego and surrounding Tioga County communities.

This scholarship fund was established by Dale and Mary Mack, long-time Owego residents. Their children, Kelly and Christopher, graduated from Owego Free Academy, where they received an excellent educational foundation. Dale and Mary believe that education not only helps individuals achieve life goals, but also provides society with better citizens.

The Viviana Peña Scholarship Fund


The Viviana Peña Scholarship Fund was established in 2011 and is given yearly to a graduating senior from Owego Free Academy intending to continue their education, who has served as a positive role model for good decision-making and who has actively encouraged other students to do the same.

Young Professionals Advisory Committee Fund


Started in 2019 by an initial gift of $1,500 and further funded by an investment of $15,000 from the board of the Community Foundation, the Young Professionals Advisory Committee Fund will award grants for projects, programs, and organizations that support, develop and/or expand the skill set of young professionals in our region and/or increase their involvement in the community.

Tioga Arts Council Fund


Our vision is to inspire and support a vibrant, creative community in and around Tioga County, NY. This is a designated, endowment fund that will be managed by CFSCNY. Interest from the principle of this fund will be used to finance operations, projects, programs, and facilities management supporting TAC.
